私が土佐町に移り住んで間もない頃、最初に強烈な印象を受けたもののひとつがさめうらダムでした。
しばらくのあいだ改修工事が続いていますが、私はそこから轟音とともに流れ落ちる水の圧倒的な力を目の当たりにしてきました。
昨年7月の豪雨の際には、川の水位が劇的に上がり、普段は駐車場として使われている河原が、広大な川へと姿を変えたのです。
私は友人に、「ここは津波の心配がなくて安心して暮らせる良い場所だよ」と話したことがあります。
すると彼女はやさしくこう言いました。「でも、私たちにはダムがあるでしょう。」もし制御できない形で水が放流されるようなことがあれば、その水は止めようのない力となるでしょう。それでも私は、自然が私たちを守ってくれること、そしてダムが強固であり続けることを信じたいと思っています。
このダムは、四国の他地域へ水を供給するうえで重要な役割を担っています。
だからこそ、先週、川の一部が干上がり、湖の水位が劇的に下がっているのを見たとき、私は心から不安を覚えました。
さめうら湖の貯水に頼って暮らす人々にとって、その状況は決して容易なものではありません。
さらに私を驚かせたのは、大川村の近くで、川底から家の残骸が突き出しているのを初めて目にしたことでした。
約50年前、ダム建設のために人々が住み慣れた家を離れ、山の高い場所へと移り住まなければならなかったという話は聞いていました。けれども、半世紀前に大川村が存在していたその場所を、自分の目で見ることになるとは思ってもいませんでした。
この記事を書いている今、雨が降り始めました。そして一晩中、雨は降り続きました。どうかこの雨が川を潤し、早明浦湖を満たし、水位を回復させ、人々が日々頼りにしている水に再び安心を感じられますように。
清らかな水は、自然が与えてくれるかけがえのない宝物のひとつです。
そして私たち一人ひとりが、日常生活のなかでこの貴重な資源を守るためにできることがあります。
私にとって、土佐町で純粋な水道水を飲めることもまた祝福です。手つかずの自然のただ中で暮らせることは、何よりの贈りものなのです。
Tosacho Dam and Okawa Village
One of the first powerful impressions I had after moving to Tosa town was the dam. It has been under reconstruction for some time, yet I have witnessed the immense force of water cascading down from it.
During last July’s heavy rains, the river swelled so dramatically that the riverbed, which usually serves as a parking area, turned into a wide river.
I remember telling a friend that we live in a good place, safe from tsunamis.
She gently reminded me: we have a dam. If water is released in some uncontrolled way, the water would be an unstoppable force. Still, I choose to trust that nature protects us and our dam is strong, and that it will continue to stand firm.
The Tosacho Dam plays a vital role in supplying water to other regions of Shikoku.
That is why I felt genuinely concerned when I saw last week the river partially dried and the water level of Lake Sameura has dropped dramatically.
Life is not easy for those who depend on the reserves of the Sameura Lake.
What was even more astounding to me, – for the first time I saw near Okawa Village the remains of a house shooting up from the riverbed. I had heard the story, how fifty years ago, people had to leave their homes due to the dam construction and built their houses higher up in the mountains.
Now, with my own eyes, I could see where Okawa Village once stood half a century ago.
As I write this article, it started to rain. It kept raining all night. May these rains replenish our rivers and fill Lake Sameura, raising the water level so that people can once again feel safe about the water they rely on each day.
Clean water is one of nature’s great treasures, and each of us can contribute, in our daily lives, to protecting this precious resource. For me, it is also a blessing to drink pure tap water here in Tosa town. It is a gift tok live a middle of unspoiled nature.
